1. Bachelors Degree in Science or Diploma in Engineering* from a recognized and reputed university (regular course), with minimum five (5) years experience as HSE personnel in the relevant field.
OR
Bachelors Degree in any other discipline from a recognized and reputed university (regular course) with an IOSH or NEBOSH Certification from a recognized and reputed Institute, with minimum five (5) years experience as HSE personnel in the relevant field.

2. 1. Job Description:
1.1. Administrative
1.1.1. Directs the work of personnel in his charge.
1.1.2. Maintains list of safety equipment in his charge.
1.1.3. Prepares accident, incident, near miss and investigation Reports and submits to the Company's representative.



1.2. Operational
1.2.1. Devise a safety management system, which is consistent with that operated by KOC. He will be responsible for implementation of HSE, conduct training to the Contractors staff and supervises the safety aspects of the complete facilities in general and Electrical safety aspects in particular.
1.2.2. Ensures personnel's adherence to safe working.
1.2.3. Check on periodic basis all equipments and tools specified in the Contract and ensure they are in safe working condition.
1.2.4. Conducts Training on General Safety and safety in Electrical Operations and HT & LT Isolations & De-Isolations to Contractor personnel.
1.2.5. Conducts Safety Promotion lectures / seminars to the Contractor personnel.
1.2.6. Advises and suggest safe system of work in the designated fields.
1.2.7. Assist Contractors personnel for obtaining work permit (Hot & Cold, Vessel Entry, Vehicle Entry, Electrical and Excavation etc.).
1.2.8. Ensures personnel protective and safety equipment are effectively and correctly used and maintained in good condition as per the Company Safety procedures and requirements.
1.2.9. Should be familiar with Fire and other emergency situation and evacuation procedures.

1.2.10. Maintain good housekeeping at all time during the course of work.
1.2.11. Conducts HSE inspections and safety surveillance on pipelines, flow lines, valve stations, Jurassic Gas wells, etc. according the pre-set schedule to ensure the KOC HSEMS Procedures, standards and HSE policies are applied. Identifies unsafe work practice, un-authorized excavation, suspends work if imminent danger appears and prepares reports by findings and recommends immediate remedial action to area work supervisor.
1.2.12. Carries out gas testing utilizing various safety devices such as Multi Gas Monitors as required.

1.3. Liaison
1.3.1. Liaises with the Company Safety Representative on daily basis and as required.
1.3.2. Liaises with the Company as well as other Contractors personnel concerning Safety matters.
1.3.3. Liaises with the Contractors Resource Administrators and Supervisors within the Contract to ensure Safe working condition.

Driving is a skill that requires constant and complex co-ordination of mind and body of the driver.

CONCENTRATION NEEDS OF DRIVING TASK

Driver distraction it a huge unrecognized danger. It leads to slowed reactions, distracted perception, impaired co-ordination, decreased visual and auditory awareness, disorientation and slowed mental processing.




SKILLS NEEDED BY A DRIVER INCLUDE:

Visual Skill (seeing): e.g. watching the road in front and around the vehicle, using mirrors, shoulder checks, checking gauges, speedometer etc.
Auditory Skill (listening): e.g. squealing of brakes, the sirens of an emergency vehicle, vehicle sounds etc.
Bio-Mechanical (doing-hand-eye co-ordination): e.g. turning the steering wheel, activating signals, headlights, horn, pressing the accelerator, brakes , clutch etc.
Cognitive (Thinking): e.g. anticipating any future movements, assessing situations such as movements of other vehicles, weather conditions, preparing to avoid hazards etc.

TYPES OF DISTRACTIONS

Adjusting the radio, cassette or CD player.
Using / dialing a mobile phone.
Eating and drinking while driving.
Other occupants in the vehicle.
Outside distractions like accidents, friends in other vehicles, vehicles stopped by police, roadside advertising, new construction etc.
Personnel grooming.
Pre-occupation in thoughts or mind-wandering.
Reading or writing.
Activities of fellow drivers in the traffic stream.
Drowsy driving and driver fatigue.

HEIGHT WORK SAFETY






TIPS ON AVOIDING DRIVER DISTRACTIONS INCLUDE:

Avoid emotionally charged or complex conversion.
When hungry or thirsty take a break.
Attend to personnel grooming and check your route before you leave.
Make it a habit to use your cell phone only when parked.
Never read or take notes while driving.
Identify and preset your vehicle’s climate control, radio and CD player.
Make sure your children are comfortable and properly bucked up.
Resist the urge to get a good look at the accident scene.

STAY SAFE AT THE PETROL PUMP

Turn off your vehicle engine while refueling. Put your vehicle in park and / or set the emergency brake.
Turn off any auxiliary sources of ignition such as pilot lights.
Do not smoke, light matches or lighters while refueling at the pump or when using petrol anywhere else.
Use only the refueling latch provided on the petrol dispenser nozzle, -never jam the refueling latch on the nozzle open.
Do not re-enter your vehicle during refueling.
In the unlikely event of a static caused fire occurring while refueling, leave the nozzle in the fill pipe and back away from the vehicle.
Do not over-fill or top-off your vehicle tank, which can cause petrol spillage.
Avoid prolonged breathing of petrol vapours. Use petrol only in open areas that get plenty of fresh air. Keep your face away from the nozzle.
Never siphen petrol by mouth nor put petrol in your mouth for any reason. Petrol can be harmful or fatal if swallowed. If someone swallows petrol, do not induce vomiting. Contact a doctor immediately.
Keep petrol away from your eyes and skin-it may cause irritation. Remove petrol-soaked clothing immediately.
Use petrol as a vehicle fuel only. Never use petrol to wash your hands or as a cleaning solvent.
Do not use portable electric/ electronic equipment such as mobile phone on petrol pumps.
Avoid using tools that can generate sparks so as to avoid any chance of petroleum vapours catching fire.

What is excavation work

Excavation work generally means work involving the removal of soil or rock from a site to form
an open face, hole or cavity using tools, machinery or explosives.





Identifying the hazards

Examples of excavation specific hazards include:

Underground essential services like gas, water, sewerage, telecommunications, electricity, chemicals and fuel or refrigerant in pipes or lines. Information about the location of these and other underground services, such as drainage pipes, soak wells and storage tanks, in and adjacent to the workplace, must be established before directing or allowing excavation work.

The fall or dislodgement of earth or rock

Falls from one level to another

Falling objects

Inappropriate placement of excavated materials, plant or other loads

The instability of any adjoining structure caused by the excavation

Any previous disturbance of the ground including previous excavation

The instability of the excavation due to persons or plant working adjacent to the excavation

The presence of or possible inrush of water or other liquid


Hazardous manual tasks

Hazardous gases

Hazardous chemicals (e.g. These may be present in the soil where excavation work is to be carried out)

Hazardous atmosphere in an excavation (e.g. Using methyl ethyl ketone (mek) solvent for pvc pipes in poorly ventilated trenches)

Vibration and hazardous noise

Overhead essential services (power lines) and ground mounted essential services (transformers, gas and water meters).



TRANSPORTATION & FORKLIFT HAZARDS




Controlling the risks

Substitution – for example using an excavator with a rock breaker rather than manual method
Isolation – for example using concrete barriers to separate pedestrians and powered mobile plant to reduce the risk of collision.

Engineering Controls – for example benching, battering or shoring the sides of the excavation to reduce the risk of ground collapse.

If risk remains, it must be minimized by implementing administrative controls, so far as is reasonably practicable, for example by installing warning signs near the excavation.

Any remaining risk must be minimized with suitable personal protective equipment (PPE), such as providing workers with hard hats, hearing protectors and high visibility vests.


Administrative control measures and PPE rely on human behavior and supervision and used on their own tend to be the least effective in minimizing risks.
